In December 1990,
the former Cape Hatteras Water Association (CHWA) found itself in a moratorium
on the sale of water impacts for the second time in five years. In December
1993, CHWA saw the balance of water impacts, available to serve new connections
running out. If a customer went over the allocation of water, their rate
per thousand gallons went from $5.35 to $80.25.
Without the possibility of obtaining a fresh water
source to meet the needs of the communities it served, the Association
began to explore the use of a much deeper, saltier water source for Reverse
Osmosis (RO) treatment. Soon, it was realized that this was a viable means
of supplying future water needs. However, the CHWA Board soon determined,
with the financial capabilities of its membership, they could not afford
the cost of an RO facility. In
1995, the CHWA Membership overwhelmingly
voted in favor of becoming part of the Dare County Water System. After
unanimous decision by the Dare County Board of Commissioners, the transfer
from CHWA to the Dare County Water System occurred on July 7th, 1997. Assessments
of the system and preliminary planning began before the transfer of the
water system and therefore work on the system began immediately.
This new 2 MGD RO Plant began pumping
clearer, higher quality drinking water to our customers on February 14,
2000.
